Short answer: almost always. If you're adding floor area or building up, you'll usually need a Building Consent from Hamilton City Council. That's because extensions affect your home's structure, weathertightness and services — all areas covered by the Building Code.
When a Building Consent is required
- Increasing floor area: Any attached room addition or second-storey extension.
- Structural changes: New beams, removing load-bearing walls, new openings in exterior walls/roof.
- Weathertight envelope: Extending the roof/walls, adding cladding, altering flashings.
- Plumbing/drainage: New bathrooms, laundries, or moving wet areas.

Situations that may not need Building Consent (Schedule 1 exemptions) Note: these are general NZ exemptions with conditions. Many “extensions” won't qualify.
- Detached sleepouts up to 30 m² without plumbing (built or supervised by a Licensed Building Practitioner).
- Porches, verandas and awnings up to 30 m² meeting specific design and location rules.
- Carports up to 40 m².
- Decks under 1.5 m off the ground. Even when consent isn't needed, the work must still meet the Building Code. Resource consent may still be required depending on your site. If you’re attaching new habitable space to your home, expect to need Building Consent.
Could I also need Resource Consent? Possibly. Hamilton City Council's District Plan sets rules that your extension must meet. You may need Resource Consent if you exceed:
